Police believe attack on Padang Besar border post retaliatory - IGP

The police believe the attack against the General Operations Force (GOF) guard post in Perlis, on Monday, was due to revenge, as cross-border criminals now found it difficult to smuggle goods out of the country.

Inspector-General of Police Abdul Hamid Bador said, however, the GOF personnel at the border were unfazed by such acts of intimidation.

“We will not tolerate them (smugglers) and I believe they will use firearms after this because it is difficult to smuggle.

"They did not shoot at people but shot the GOF guard post as a warning, as they were not allowed to smuggle," he said during a press conference in Bukit Aman.

Abdul Hamid said to improve enforcement at the border, the GOF should be supplied with a new Armoured Personnel Carrier (APC) to replace the current one which was 42 years old.

"I have informed the Home Ministry for the police to be supplied with a new APC so that they can safely patrol the country's border," he said.

Abdul Hamid said the GOF and members of the Special Branch had already consulted with Thai authorities to conduct an investigation and identify the suspects.

"Thai authorities have also assured that they would tighten security at the border areas," he said.

On Monday, the GOF guard post in Padang Besar was attacked with firecrackers at about 11.20 am and 12.40 pm, causing one of the windows to break.

    PETALING JAYA: The police have an obligation to explain how the US government came to the conclusion that Malaysia “continues to be a source and transit point for Muslim terror groups”, said DAP secretary-general Lim Guan Eng (pix).

    In its report on terrorism last year, the US said these terror organisations included the Islamic State (IS), Abu Sayyaf Group (ASG), al-Qaeda and Jemaah Islamiyah (JI).

    Lim, who was speaking at the Johor DAP annual convention in Muar, also welcomed an assurance by Home Minister Tan Sri Muhyiddin Yassin that the allegations would be investigated.

    “The report noted Malaysia’s efforts in combating terrorism through legal prosecution, border patrols and social media monitoring. Four terrorism-related incidents were listed but it was noted that there were no IS-related attacks on Malaysian soil last year,” he said.

    However, he pointed out that there was no mention in the US report on activities of the Liberation Tigers of Tamil Eelam.

    He said public concerns “will only mount” over recent police action against the defunct Sri Lankan separatist group when compared with active terrorist cells belonging to IS, ASG, al-Qaeda and JI.

    Lim reiterated Muhyiddin’s statement that terrorism and communist conspiracy allegations against DAP were nothing more than “opposition lies”, which he expects will be spread even more during the Tanjung Piai by-election.

    Lim said former prime minister Datuk Seri Najib Abdul Razak had also spread “a new lie” by saying Lim had threatened not to pay the salaries of civil servants who do not vote for the PH candidate in the by-election.

    “I had urged voters to reject politics of racism and religious extremism by the Opposition and focus on the party that can deliver better services, better policies and better benefits to the people.”

    On the cooperation between MCA, Umno and PAS, Lim said they have yet to answer the question on how MCA could “accept Umno and PAS pronouncements that effectively extinguish the fundamental rights of non-Malays and non-Muslims under the Federal Constitution”.

    “A victory by MCA in the Tanjung Piai by-election may lead to an endorsement of the racist and extremist religious philosophy of PAS and Umno,” he added.

    1. Guan Eng does not realize that many criminals transit over Malaysia. The other thing is that what's consider criminal in other countries like the US may not be criminal in Malaysia. Like for example, Malaysia had no choice as the Western financial and monetary sanctions took effect, Malaysia got no choice but to heed the order as well. Otherwise, our financial institutions will suffer as well.

  2. Border shooting: First time for shootout to occur - IGP

    Prior to today's fatal shooting, General Operations Force (GOF) members on duty at the Malaysia-Thailand border area had only heard the sound of gunfire directed at the Border Wall TS9 control post from the other side of the country, said Inspector-General of Police Abdul Hamid Bador.
    These gunshots were heard on Nov 12 and 15.
    However, today's gunshots, which were directed near the TS9 control post in Padang Besar, Perlis, at 2.30am, resulted in the death of a GOF personnel and serious injury to another.
    Abdul Hamid said this was the first time that a shootout had occurred at the Malaysia-Thailand border between the GOF and smugglers, causing the death of a security personnel.
    “This shows that the smugglers are becoming more aggressive and bolder in attacking GOF personnel on duty at the border,” he told a special press conference at Bukit Aman today.
    Bernama earlier reported that a member of the GOF who was on duty at the Malaysia-Thailand border in Padang Besar, Perlis, was killed in the shootout with a group of smugglers, while another was critically injured.
    The deceased was identified at Corporal Baharuddin Ramli, 54, from the Semelai tribe, while Corporal Norihan a/l Tari was badly injured and is undergoing treatment at the Tuanku Fauziah Hospital in Kangar.
    Commenting further, Abdul Hamid said he had ordered Bukit Aman Criminal Investigation Department (CID) director Huzir Mohamed to assist the Perlis and Kedah Police Contingent headquarters to carry out further investigations into the case.
    “I’ve told them (the Perlis and Kedah CID forensic teams) not to miss out on any standard operating procedures (SOP) in investigating the case should it be brought to trial later.
    “Apart from that, police will also continue to cooperate and be in contact with the Thai police to trace and track down the remaining smugglers on the Thai side to be brought to Malaysia to face the legal process here,” he added.
    Abdul Hamid said he had also asked GOF Northern Brigade commander SAC Abdul Ghani Mohamad Ji to lead security control operations at the national border with regard to this case.
    “Perlis police chief Surina Saad and Defence Force chief Affendi Buang have been informed of the matter so as to raise the level of security control and preparedness in the border areas, among them in Bukit Kayu Hitam, Kedah and Kelantan,” he added.

    1. GOF personnel killed in M'sian-Thai border shootout with smugglers

      A police officer was killed while another was seriously injured during a shootout with smugglers at the Malaysian-Thai border in Padang Besar, Perlis early today.

      The 2.30am incident involved two members of the General Operations Force (GOF) who were carrying out intelligence work in the area.

      Corporal Baharuddin Ramli from Battalion 3 (Senoi Praaq) of the GOF Northern Brigade was shot on the left side of his abdomen and died at the scene while his colleague Corporal Norihan a/l Tari of the Border Control Post, is in critical condition after being shot thrice in his ribs and stomach.

      Norihan is being treated at the Tuanku Fauziah Hospital in Kangar.

      The late Baharuddin is from the Orang Asli Semelai tribe and his remains will be brought to his wife’s village in Negeri Sembilan for burial.

      Inspector-General of Police Abdul Hamid Bador, in a special media conference at Bukit Aman this evening, said the shootout took place at a rubber smallholding used as a smuggling route, less than 600 meters from the border area.

      Following the incident, six people were arrested, four of whom were detained by Thai police while the other two, Thai nationals, were detained by Malaysian police.

      "I was informed that the Thai police managed to arrest three men, with one of them in critical condition and two more seriously injured," he said.

      Elaborating further on the incident, Abdul Hamid said the two GOF personnel had parked their motorcycle before walking about 400 meters in a bushy area.

      “They came across a large group of people and a shootout took place… the GOF personnel were only armed with pistols because they were on scouting duty.

      “Corporal Baharuddin ran out of bullets and retreated before collapsing while Norihan managed to reach the motorcycle and returned to the control post to get help," he said.

      Meanwhile, Perlis police chief Surina Saad said initial investigations found that the incident involved about 13 smugglers, who at that time were believed to be carrying about 12 packets of ketum leaves (estimated to weigh about 400-500kg) and a sack containing cough mixture.

      "One (smuggler) was arrested by the VAT 69 commando team after the incident, and another was detained by GOF Battalion 3 ... (however) no weapons were found," she said.

      Earlier, Abdul Hamid, who rushed to the scene this morning, said the security situation in the border area so far was under control, and he offered his condolences to Baharuddin's family.

      “The late Baharuddin's passing is a great loss for the police force and the country," he said in a statement posted on the police's official Facebook page.

      Home Minister Hamzah Zainudin, in a statement, said the Malaysian government views the incident seriously and would not compromise with any party, especially smugglers who carried out cross-border criminal activities.

      Hamzah said he and all Home Ministry staff extend their condolences to the family of the victim.

  3. Stricter surveillance at Malaysia-Thai border in Perlis, Kedah may push smuggling rings to move to Pengkalan Hulu-Betong, says Perak police chief

    IPOH, Dec 3 — Police have not ruled out the possibility of tight surveillance and control at the Malaysia-Thailand border in Perlis and Kedah will push smuggling syndicates to shift to the Pengkalan Hulu-Betong border in the state.

    Perak police chief Datuk Mior Faridalathrash Wahid said the Pengkalan Hulu-Betong border received less attention by smugglers to carry out illegal activities as the area is hilly and covered with thick forests.

    “That’s why this border area is not the main choice for smuggling activities, but we do not rule out the possibility that the route may become the target after this and of course we are constantly tightening control through cooperation with several other security agencies.

    “The distance between the border gate in Pengkalan Hulu and the nearest town in the neighbouring country namely Bentong is only 700 metres, hence the tight control,” he said when met by Bernama at the Perak Police Contingent Headquarters here on Tuesday.

    Mior Faridalathrash said security and monitoring assignments along the border which has 12km-long wall and 11.4km-long barbed wire fence also involved other agencies such as the Malaysian Armed Forces, the Malaysian Border Security, the Royal Malaysian Customs Department and the Immigration Department.

    He said those who wish to enter the border area must pass through a roadblock at the Immigration, Customs, Quarantine and Security complex in Bukit Berapit, Pengkalan Hulu which is also assisted by the 14th Battalion of the General Operations Force.

    Mior Faridalathrash however admitted that small scale smuggling activities still occurred at the border, especially involving food items such as cooking oil, wheat flour, sugar, milk and Thai rice as well as ketum, drugs, firearms.

    He said from January to September this year, 14 smuggling cases were recorded involving the arrest of nine individuals including a foreign national.

    “Among the items seized were three vehicles, 117,316 cigarettes and more than 1,000 litres of liquor with a total seizure of RM330,537,” he said.

    On whether security forces at the Perak borders had ever received threats or been attacked by smugglers, Mior Faridalathrash said police had not received any reports on the matter so far.

    Meanwhile, hesaid police also increased intelligence activities to combat ketum smuggling activities along Jalan Raya Timur Barat (JRTB) Gerik-Jeli. — Bernama

  4. Shooting of GOF personnel: Police remand 52 under Sosma

    Fifty-two suspects in the shooting of members of the General Operations Force (GOF) will be remanded under the Security Offences (Special Measures) Act 2012 (Sosma) for further investigation.

    Perlis police chief Surina Saad (above) said 23 suspects had completed their remand today.

    "Today, 22 suspects will be remanded under Sosma and one suspect, who is released, will be a prosecution witness.

    "Meanwhile, 30 more suspects who complete their remand orders tomorrow will also be remanded under Sosma," Surina told reporters after attending the 14th Perlis State Assembly sitting in Kangar today.

    On Nov 24, a GOF member, Sergeant Baharuddin Ramli, 54, was killed while his friend Sergeant Norihan a/l Tari, 39, was seriously injured in a shootout with a group of smugglers, about 600 metres from the TS9 checkpoint in Padang Besar.

    Surina said all 52 suspects, aged between 20 and 65 years old, would be charged under Section 130V of the Penal Code for committing an organised crime.

    She said the police were still waiting for a response from the Thai government to bring in three more Thai suspects detained there.

    "We hope the suspects will be allowed to enter as they are the main suspects in this case," she said.

    Surina said there would be several more arrests to be made to ensure that all suspects involved could be brought to justice.

  5. Two cops arrested after forcing couple to have sex and filming them

    Two police officers have been remanded for seven days for allegedly extorting an engaged couple and outraging the modesty of the woman in Pengkalan Chepa near Kota Bharu on Dec 4.

    The 35-year-old lance corporal and 30-year-old constable were believed to have also forced the couple to have sex while they recorded the act on their mobile phones.

    Kelantan police chief DCP Shafien Mamat said the remand order, from Dec 6 to Dec 12, was made after the woman’s fiance lodged a police report at the Pengkalan Chepa police station on Sunday (Dec 6).

    “In the 10.45pm incident, the two policemen were carrying out patrol duty when they came across the couple, who are in their 20s, in a car by the roadside.

    “The policemen are said to have punched one of the victims and extorted RM1,250 from them,” he told a press conference at the Kelantan police contingent headquarters yesterday.

    Shafien said that after obtaining the money, which was withdrawn from a nearby automated teller machine (ATM), the police officers allegedly forced the couple to have sex in the car while they recorded the act on their mobile phones.

    “The woman also alleged that she was forced to perform oral sex as well as molested by one of the policemen while her fiance was withdrawing money from the ATM. We have detained both the policemen and they have been remanded for a week for further investigation.

    “Based on the police report lodged by the victim, we will take into account the victim’s allegations and carry out a thorough investigation. If it’s true the personnel are involved, we will take appropriate action.

    “The case is being investigated under Sections 377C, 354 and 384 of the Penal Code,” he said, adding that both the victims were sent to the hospital for health checks.
